I’ll sum up the 89 page report for you. Lots of people should have done something to investigate Rep. Mark Foley’s inappropriate behavior with young male House pages. However, none of those with “leer Mark” blinders violated House Rules.
One might expect the recommendations section include the creation of a House rule that holds people accountable should they know things in the future and not act. Nope, nada, zippo, as the report omitted implementing such a rule.
Instead the Committee suggests the Clerk have a clear channel to bring issues to the Speaker and Page Board. It says all members must pursue allegations of improper interaction. Yet, numerous ones didn’t in the Foley case and none were found to have violated House rules.
Expect a similar report to be issued in another decade or so…
