High Risk Pool Options


Congress did not provide enough funding for high risk pools to make it to 2014, when insurers are required to accept all comers. The Hill reported on options:

Officials said the administration could also consider reducing benefits under the program, or redistributing funds between state pools. But they acknowledged turning some people away was also a possibility.

One option in helping the uninsured is to keep some people uninsurable? The "political economy of delayed implementation" is the practical reality of abandoned people.
